The Department of the Interior’s Bureau of Land Management announced plans to revise existing rules related to measuring federal oil and gas for royalty purposes. The proposed rule, a 480page draft of which was published by certain news outlets, would make technical changes to the way the agency supervises production, measurement, handling and reporting of oil and gas production. The rule, which would alter regulations last amended in 2016, has the potential to significantly impact accountability for operators producing oil and gas on federal lands as well as taxpayer revenues collected on that production. 

 The agency reportedly plans to officially publish the draft proposed rule in the Federal Register in the coming days.
