The FY23 PresBud was delayed in part because of the delay in enacting the FY22 spending bills until just a few weeks ago. That said, we don’t recall seeing such a piecemeal release of a budget. Several regular volumes of the budget release are missing with this note as an explainer:

Note: Additional Analytical Perspectives chapters and other supporting materials will be posted on OMB’s website later this week.

This includes volumes such “Historical Tables” and even simple chapters of Analytical Perspectives like “Introduction” and “Delivering a High-Performance Government” and “Budget Concepts” to name a few.

If these pieces do emerge later this week, it would have been far better to have waited a week and released the complete package.
