The House has begun debate on the Supplemental. The rule provides for no amendments and four hours of debate equally divided between Minority and Majority. They can suspend debate and pick it up later, which seems to be what I’m hearing is likely – a vote tomorrow. However, if they can get the votes today, I’m sure they will go ahead.

Rules are very party line votes (more so than the bill), but there were a few defections which may be indicative of the future prospects of the bill. Rep. Walter Jones (R-NC) voted for the rule while Reps. Kucinich (D-OH), Marshall (D-GA), G. Moore (D-WI), Taylor (D-MS), and Waters (D-CA) all opposed the rule.

Separately, the Senate Appropriations Committee approved their Supplemental Appropriations Bill on a voice vote and OMB Director Portman issued a veto threat .
