According to the Office of Management and Budget, the Fiscal Year 2019 budget request was drafted to comply with spending caps originally set in the Budget Control Act of 2011 (later revised).

Yet the Bipartisan Budget Act of 2018 (BBA), the two-year budget deal enacted by Congress and signed by President Trump last week, made substantial increases in both defense and non-defense portions of the annual budget.

As a result the FY 2019 request also includes an addendum which details how some of this additional funding would be allocated, particularly for the military.
