In a departure from over 15 years of policy, the recently released farm bill would create Title VI – “Rural Infrastructure and Economic Development” – in lieu of the traditional Energy Title. Since the 2002 farm bill, bioenergy programs have been organized under a separate title of the farm bill (known as the energy title). However, H.R. 2 proposes to shift traditional energy title programs under the Rural Infrastructure and Economic Development title and provides only discretionary (optional) funding for the bioenergy programs, without the mandatory funding seen in the energy title of previous farm bills. Title VI will include 10 bioenergy programs, all of which are reintroductions from previous iterations of the bill. Title VI includes:
