The so-called “Holman Rule” is in the news again. The possibility that a future Republican majority in the House could reinstate this rule from the 1800’s (but finally abandoned in 1983) should be on everyone’s radar.

The rule allowed spending bills to be amended on the floor of the House to strike funding for entire offices within federal agencies. More chillingly, it could be used to surgically target and “retrench” (remove) the salary of specific federal employees.

This means the House could vote to remove the salary of the Attorney General or the head of the FBI from the spending bill for the Department of Justice.
