The Department of Fossil Energy and Carbon Management (FECM) gets a 10% boost in FY2022 compared to the FY2021 enacted level. The Carbon Capture, Utilization and Storage (CCUS) and Power Systems gets $469 million in FY2021, with a shift away from carbon capture (-21.6%) and more funding for carbon utilization (+26%) and carbon storage (+22.8%). The new Carbon Dioxide Removal program and Mineral Sustainability programs gets $49 million and $53 million respectively. Although CCUS programs only got a modest boost in the FY2022 omnibus, it would be disingenuous to discuss FY2022 funding levels without looking at the infrastructure package as well. The infrastructure package increased authorization of appropriations for a variety of CCUS programs established by the Energy Act of 2020 and created a few new CCUS programs as well. In total, the infrastructure package appropriated around $13 billion for CCUS and mineral security programs under Fossil Energy and Carbon Management over the next five years, $1.84 billion of which was appropriated for FY2022. To put the numbers in context, Congress appropriated around $1.2 billion for CCUS over the last five years.
