A two-page “ survival guide ” issued in 2007 to interns in Rep. Don Young’s (R–AK) office lists nine transportation lobbyists as “The A Team” and informs interns that “[t]hese people can talk to whomever they want” when phoning the office.  Phone calls from other Members of Congress, however, must be directed to two Young staffers, according to the memorandum.  The document is titled “The 2111”, a reference to Rep. Young’s Rayburn Office Number.

Even more explosive is the fact that Rick Alcalde, the Coconut Road lobbyist who organized an infamous 2005 fundraiser for Young, is the first person listed as a member of the lobbyist “A Team.”

“Tell them who it is and transfer over unless they say otherwise,” the guide instructs interns who receive phone calls from the lobbyists.  “I recommend looking up who they are.”

Jack Ferguson (Former Stevens chief of staff and Midnight Sun PAC administrator);

Randy DeLay (lobbyist brother of former House Majority Leader Tom DeLay);

Mike Henry (former Young legislative assistant turned lobbyist);

Jay Dickey (former Arkansas congressman turned lobbyist);

Duncan Smith (former Young staffer and Alaska Fisheries Marketing Board member turned lobbyist);

CJ Zane (former Young chief of staff turned lobbyist); and

Colin Chapman (former Young chief of staff turned lobbyist).
